It certainly is the right of anyone to build where ever they choose so long as it is legal according to local laws. The real question is why would you? Why would the KKK build a religious center in an all black neighborhood right after a lynching?
The only reason I can think of is to provoke a reaction so that more controversy and possibly violence can ensue thereby legitimizing the violent reaction originally desired in the first place.
If you beat-up someone, then keep following them around, what message are you trying to send? Is it, I am your friend now, you can trust me? Is it, I kicked your but once and don't you ever forget it because I'm ready to do it again.
You decide what the purpose is.
